Trial operation of wastewater treatment systems is not only a legal requirement but also a critical step that demonstrates a company’s commitment to environmental protection. By following the regulations properly, businesses can avoid unnecessary penalties and build a professional, reputable image in the eyes of partners and the community. So, what are the penalties for improper operation or failure to conduct trial operation of wastewater treatment systems? Let's explore the details with Đại Nam to ensure compliance and foster sustainable development.

1. What is Trial Operation of a Wastewater Treatment System?

Trial operation is an essential stage after the installation of a wastewater treatment system is completed. During this phase, the system is run using actual or simulated wastewater flow and load to test treatment efficiency, equipment stability, and the coordinated operation of system components. The goal is to detect and promptly address technical issues before officially putting the system into operation, ensuring discharge standards are met in accordance with regulations. This phase also serves as a foundation for training operational personnel and optimizing system management procedures.

2. Penalties for Improper Operation of Centralized Wastewater Treatment Systems

According to Point g, Clause 3, Article 15 of Decree 45/2022/ND-CP, administrative penalties for organizations operating centralized wastewater treatment systems in industrial clusters improperly are as follows:
  • A fine ranging from VND 150,000,000 to VND 200,000,000 shall be imposed for violations such as constructing or installing centralized wastewater treatment systems incorrectly or in ways that fail to meet environmental protection requirements; failing to complete collection, drainage, and treatment systems for operating industrial clusters; or failing to operate, or improperly operating, the centralized wastewater treatment system.
Clause 2, Article 6 of Decree 45/2022/ND-CP stipulates that:
  • The fine level stated in Chapter II of this Decree applies to violations committed by individuals. For organizations committing the same violations, the fine shall be doubled.
  • Thus, organizations operating centralized wastewater treatment systems improperly may face administrative penalties ranging from VND 300,000,000 to VND 400,000,000.
Proper system operation contributes to environmental protection and legal compliance

  • A fine from VND 60,000,000 to VND 80,000,000 for failure to report trial operation results.
  • A fine from VND 80,000,000 to VND 100,000,000 for skipping trial operation, exceeding trial duration without notice, improper monitoring practices, or failure to connect automatic monitoring systems.
  • A fine from VND 100,000,000 to VND 120,000,000 for not suspending operations or reporting environmental incidents during trial operation.
Failure to conduct trial operation can lead to serious consequences and penalties under the law
